CELPIP score requirements
How high you need to score on CELPIP depends entirely on why you’re taking it. Canadian citizenship
CLB 4 · Listening & Speaking. Applicants aged 18–54; under 18 or 55+ are exempt.
Express Entry — Federal Skilled Worker (FSWP)
CLB 7 · All four. Minimum to be eligible; a higher score earns more CRS points.
Express Entry — Canadian Experience Class (CEC)
CLB 7 or CLB 5 · All four. CLB 7 for TEER 0 or 1 jobs; CLB 5 for TEER 2 or 3 jobs.
Express Entry — Federal Skilled Trades (FSTP)

What CELPIP score do I need for Canadian citizenship?
CLB 4 in Listening and Speaking, taken on the CELPIP-General LS test. Because CELPIP maps 1:1 to the CLB, that's a CELPIP level of 4 in each of those two skills. Reading and Writing are not tested for citizenship, and applicants under 18 or 55+ are exempt.
What CELPIP score do I need for Express Entry?
It depends on the program. Federal Skilled Worker (FSWP) needs CLB 7 in all four skills to be eligible. Canadian Experience Class (CEC) needs CLB 7 for TEER 0/1 jobs or CLB 5 for TEER 2/3 jobs. Federal Skilled Trades (FSTP) needs CLB 5 in Speaking & Listening and CLB 4 in Reading & Writing. A higher score adds CRS points — aiming for CLB 9 across all four maximises your language points.
What CELPIP score do I need for permanent residence (PR)?
PR through Express Entry uses the program minimums above (FSWP/CEC/FSTP). Provincial Nominee Programs set their own minimums, usually somewhere between CLB 4 and CLB 7 depending on the province and stream. There is no single PR number — it's tied to the specific program.
What CELPIP score do I need for a PGWP?
Since 1 November 2024, post-graduation work permit applicants must prove language ability: CLB 7 in all four skills for university degree graduates, and CLB 5 in all four for college and other non-university programs. Use CELPIP-General (not the Academic version), with results less than two years old.
Do I need a CELPIP score for a study permit?
No. IRCC does not require a CELPIP score for a study permit — your school sets its own English-language admission requirement. CELPIP is needed later, for things like a post-graduation work permit, permanent residence or citizenship.
Is the CELPIP score the same as the CLB level?
Yes. The CELPIP scale runs from 3 to 12 and equals the Canadian Language Benchmark exactly — CELPIP 9 is CLB 9. That's why every requirement on this page is given as a CLB level.
Does a higher CELPIP score help even above the minimum?
Often, yes. Meeting the minimum makes you eligible, but in Express Entry your CRS points keep rising with each CLB level, so scoring above the minimum can be the difference in getting an invitation. For citizenship, once you reach CLB 4 a higher score gives no extra benefit.
