CELPIP for the Provincial Nominee Program
Every Canadian province and territory (except Quebec, which runs its own system) can nominate skilled workers for permanent residence through its Provincial Nominee Program (PNP) — and CELPIP-General is accepted across these streams. The catch: there is no single PNP score. Each province sets its own rules, so the CLB level you need depends on the stream. Here is the framework so you know what to aim for.
Two kinds of PNP stream
PNP streams fall into two groups, and the language rule differs between them:
- Enhanced streams (Express Entry-aligned). These are linked to the federal Express Entry pool. A nomination adds 600 CRS points — effectively guaranteeing an invitation — but you must first meet Express Entry’s own eligibility, including its language minimums (commonly CLB 7). - Base streams (non-Express Entry). These are processed directly by the province on its own timeline. The province sets the language rule, which is often lower — frequently in the CLB 4–5 range for lower-skilled occupations, and higher for skilled ones.
What level should I aim for?
Because minimums are set per stream, the safe target for most skilled applicants is CLB 7 (CELPIP 7 in each skill) — it keeps both enhanced and most base streams open to you, and it is the level that earns meaningful points almost everywhere. If you are applying to a specific lower-skilled or in-demand stream, check whether it accepts a lower level such as CLB 4 or 5 before committing. The golden rule still holds: your CELPIP level equals your CLB level, one to one.
Which test, and how to confirm your stream
Take the full CELPIP-General (all four skills) — PNP streams assess Listening, Reading, Writing and Speaking. Results must be less than two years oldwhen you apply.
